PAVER DRIVEWAYS
Management has observed several instances where driveway pavers exceed the allowable 1/2-inch variance from the sidewalk, as outlined in Rule 36: Paver Driveways. This serves as a reminder that paver height must be level with the sidewalk and cannot exceed a 1/2-inch difference. Starting December 2, staff will begin inspecting driveways to ensure compliance with this regulation.

PICKLEBALL COURT CONVERSION PROJECT
The Pickleball court conversion project is currently underway, and we are targeting completion by the end of next week. We will provide updates as the project approaches its conclusion.
MIAMI GUTTERS
We have identified several street gutter locations within the community that retain water. The office has received one quote and is expecting two additional quotes. We hope to secure approval for this project at the next board meeting.

TENNIS COURT CLOSED FOR PICKLEBALL CONVERSION
The tennis court is currently closed for the pickleball conversion project.
We anticipate that this project will take approximately one week to complete, weather permitting.
The final design features a hybrid court on the eastern side, closer to the clubhouse, accommodating both tennis and pickleball.
The western side will include two pickleball courts, with the existing tennis net serving as a divider between them.

1. The pool will remain closed until the pool company has completed a thorough cleaning.
2. The association will temporarily suspend the enforcement of the "no debris at the bottom of the driveway" rule.
3. Residents will be allowed additional time to remove their shutters. While the usual requirement is to have shutters removed within 48 hours of the storm's passage, the association is extending the deadline until Monday for shutter removal.
I have observed three street lights that have fallen. These have been reported to FPL for repair.
Additionally, Yellowstone began the cleanup efforts yesterday and is currently working throughout the community to remove debris.

Yellowstone will begin their bi-weekly mowing schedule on October 14th. They will complete three mows in October, two in November, and two in December. While mowing will occur every week, the property will be split into two sections to ensure efficient coverage.
PRESERVE CLEANUP AND FAKAHATCHEE GRASS
The preserve cutbacks started this week. Yellowstone will provide me with the locations where they stop each week and where they plan to begin the following week. Next week, work will begin in the Horseshoe Bay, Harbour Isles, and front entrance areas.
Additionally, fakahatchee grass trimming and weed removal are expected to start next week. Yellowstone is aiming to complete all work by mid-November.

PICKLEBALL CONVERSION

Over the past few days, I have noticed car covers on cars parked in the driveways. This is a reminder per the rules & regulations, that cars with covers on them must be parked in the garage.
ROAD RULES
This is a reminder to follow all posted speed limit and stop signs around the community. The association has a traffic hawk placed throughout the community that will capture traffic offenders that will lead to a violation. The speed limit in the community is 25 mph.

FEEDING WILDLIFE
We would like to remind everyone that feeding wildlife within our community is against our rules and regulations. While it may seem like a kind gesture, feeding animals can lead to various safety concerns. It can cause animals to become reliant on humans for food and disrupt their natural foraging habits. They may also become aggressive or overly comfortable around people, posing a risk to residents and pets.
Animals attracted to food may ALSO cause property damage to landscaping, gardens, and other property.
We kindly ask all residents to refrain from feeding any wildlife on community grounds. This includes leaving food out in yards, common areas, or other outdoor spaces. Birdfeeders are also not allowed.

Early this week, we notified the community of an alligator roaming the community. The trapper captured a 7 foot alligator earlier this week. There is still a 9-10 foot alligator roaming around the community. If you spot the alligator, please notify the office so the trapper can be notified.

PARKING ON THE GRASS
This is a reminder that parking on the grass is prohibited at all times. Please inform your guests and vendors they may not park on the grass before coming on property.

WALKING ON THE STREET
I have noticed some residents walking on the street instead of utilizing the sidewalk. This can create a safety hazard when vehicles are approaching. To avoid any potential accidents, please utilize the sidewalks when walking.

SPEEDING
We recently have received several complaints of residents speeding, driving reckless, and not fully stopping at a Stop sign, especially around Lake Charles Circle. As a reminder there is a 25 MPH limit in this community and violators will be issued a fine.

The sidewalk repairs on Munjack Circle began Wednesday. Weather permitting, the roots at the 4 locations should be removed today and the concrete poured shortly after.
Once Munjack is completed, 1602 Harbour Isles will be repaired.

TROPICAL DISTURBANCE
A tropical disturbance in the Atlantic is being tracked through the northern Caribbean islands, and could form into Tropical Storm Debby as it crawls near the eastern Gulf of Mexico and Florida this weekend into early next week. We are likely to see heavy rain in the upcoming days. Please make certain there is nothing outside that could become a flying debris hazard.
We are continuing to track the storm daily, and will provide updates as they become available.
GRASS ALONG DRIVEWAYS
It was observed 2 weeks ago that there are many driveways throughout the community with dead/dying patches of grass along the edges of driveways. An inspection of the community is taking place. Yellowstone will replace the patches of grass that should be replaced by August 16. If new sod is installed, the owner should water the sod regularly.

The association recently installed an alligator/no swimming sign at the boat ramp area for insurance purposes.
It has been brought to my attention this sign was stolen at least twice.
Bear in mind, the payment of replacement signs comes from maintenance fees.
The association will take appropriate action if it's determined who is responsible for stealing the signs.

The sidewalk repair project is continuing. The sidewalks on Lake Charles Circle have been poured, and are awaiting root barrier installation. The contractor will begin Munjack Circle once the sidewalk at 561 St Georges Bay has been completed.
POOL ETIQUETTE
Please adhere to the posted pool rules to ensure everyone's safety. Always practice proper pool etiquette by cleaning off the tables after using them. Put the umbrellas down and put the chairs back where they belong.
FRONT EAST FOUNTAIN
The repair of the front eastern fountain has been authorized. The fountain had low pressure due to a cut pipe. The repair is expected to be completed by the end of next week.
BICYCLES
There are many residents that ride their bikes in the community. To ensure safety, please adhere to the below.
Wear a helmet when biking. If a rider or passenger is under 16, they must wear a helmet that is properly fitted that securely fastens to the passenger’s head by a strap.
Ride on the right side of the road, with the flow of traffic.
Use hand signals when turning and obey all traffic signs.
Lighting equipment is required at night.
You must have properly working brakes.
Do not wear earbuds in both ears.
PHASE 2 OF ROAD PAVING PROJECT
The City has approved the plans for phase 2 of the road paving project. Contractors have been contacted to provide bids for the project. The Board will vote on the bids once they are received.

DEAD GRASS ALONG DRIVEWAY EDGES
I along with many residents have noticed dead grass along some driveways throughout the community. Yellowstone is aware of this issue. They informed me they are going to wait 2 weeks to see if the grass grows back. If the condition does not improve, these areas will be re-sodded. Residents will need to keep up with their irrigation if these areas are re-sodded.

9. Ben's Pest Control will increase the number of visits in Harbour Isles from once a month to twice a month. This change will become effective starting July 1.

IRRIGATION RESTRICTION UPDATE
Per SLWSD the irrigation restrictions have been rescinded beginning Monday, June 17. The irrigation will be on starting Monday's at 9:30 am, and will turn off on Friday at 9:30 am. It will remain off till Monday at 9:30 am. For questions, contact SLWSD at 772-340-0220.
IRRIGATION CONTRACTOR
The current irrigation contractor; Allways Wet Irrigation is closing their doors and moving to North Carolina on June 30. The board will vote on a new irrigation company at the next board meeting. Once the new company has been selected, I will provide the contact information to report irrigation issues on single family properties. Irrigation issues on common area and Harbour Isles should still be reported to the office.

ROAD RULES

POOL
If you are planning on using the community pool, we ask that you obey the posted pool rules for your safety and enjoyment. Please respect the rights of others who are using the pool. **Pool hours are 6:00 am - 10:30 pm.** The pool gates will automatically lock after 10:30, so please try to be out of the pool before this time.
VIOLATIONS
This is a reminder that if you receive a first notice of violation, please contact the office to inform of the violation being cured. The staff discovers that the majority of resident comply with the violation, but fail to inform the office of curing the violation.

2.The Pool contractor was approved to repair the pool heaters.
3.Titan Gutters was approved to repair the drainage issue on New Castle Cove in Common area.
4.The 2024 Hurricane Plan was approved. Next week, I will send out further information to the community.
5. PCF Enterprises was approved to trim the oaks damaging sidewalks. This will begin next week.
6. Turn of the Century was approved to remove and replace the damaged sidewalks that are trip hazards. (The damaged sidewalks will be removed and taped off after the trees are trimmed. The sidewalks will be replaced after the roots are removed and the barriers are installed)
7. PCF was approved to remove the roots and install the root barriers. (This will begin after the sidewalks are removed)
8. Yellowstone has been approved to remain on the property to continue their services. They have offered to removed the sand at the playground and install rubber play mulch at no additional cost to the association. There will be no change to the services provided.

Starting on May 20th, 2024, the irrigation system will be available starting Tuesdays at 9:30am and ending Thursday at 9:30am. This will give all residents an opportunity to perform maintenance as well as run their irrigation system 1-day out of their allotted 2-day schedules.

PARTIAL ROAD AND SIDEWALK CLOSURE
This will only impact those traveling on St Croix. Starting on Monday, May 20, SLWSD will be working on the lift station next to 729 SW St Croix Cove. During this time, the sidewalk from this location to St Thomas will be closed, the road on that side same distance will be closed. Please be careful of oncoming traffic while traveling on St Croix.
PALM TREE TRIMMING

EXTERIOR & SCULPTURES/FLOWER POTS
Sculptures and ornaments are only allowed within the covered "loggia" or inside any walled entry way to the front entry of the home. In Harbour Isles, inside of the courtyard is considered the same as covered "loggia" or inside any walled entry way. All sculptures and ornaments must be removed before a hurricane or a tropical storm. Reminder, only 4 flowerpots in the front entry to residences are allowed within the covered "loggia" only or inside any walled entry. The pot colors must be complimentary to the house, no green or black plastic "nursery" pots are allowed. Living plants only. Over the next few weeks, the management staff will be out reviewing the community for any violations.
HURRICANE SHUTTER REMINDER
Installation of hurricane shutters require an Architectural Modification approval. They may not be used for security. Shutters may be put up a maximum of 72 hours before a storm and must be removed wtihin 48 hours after the storm. Homeowners who plan to be away during hurricane season must notify the management office ahead of time with the date their shutters will be closed. The maximum time hurricane shutters can remain up is 21 days.

PHONE BLASTS
The office has begun utilizing a phone alert system for community updates. The resident will receive a phone call after hours with an automated message regarding a community update or urgent message. This will not occur daily, and email updates will still occur normally.

Animals attracted to food may ALSO cause property damage to landscaping, gardens, and other property.
We kindly ask all residents to refrain from feeding any wildlife on community grounds. This includes leaving food out in yards, common areas, or other outdoor spaces. Birdfeeders are also not allowed.

DOCK INSPECTIONS
The staff has been completing the inspections of the docks throughout the community. While out in the community, I have noticed that boats are being stored in the littoral zone/shoreline, boats are stored on the grass, and some docks do not have numbers on them. This is a reminder that boats cannot be stored in the mentioned areas, must be registered with the office, and all docks must have numbers on them for proper identification.
TRAFFIC RULES
It has been brought to my attention there are golf carts speeding through the side roads. The traffic rules for vehicles also apply to golf carts. Please be mindful and aware of your surroundings when driving through the community.

I have noticed multiple units throughout the community displaying colored exterior lighting. This is a reminder that only white exterior lighting is allowed. If you have colored exterior lighting, please change them to white lights ASAP.

SIDEWALK REPAIR PROJECT
Phase 1 of the sidewalk repair project is set to begin in the upcoming days. Units who's driveways will be impacted will be contacted individually via phone call today for parking instructions. These units will be temporally exempted from the "No Parking in the street overnight" rule until their unit is complete. The "No parking in the grass" and "No parking blocking the sidewalk" rules will be enforced on all units regardless of who's sidewalks are being repaired.
PROPOSED STATE LEGISLATION
At the January 11th board workshop, Terry Garrity and Joe Alice detailed a couple of the most impactful proposed new pieces of legislation affecting HOAs being discussed and voted in the 2024 Florida legislative session. A number of residents requested a write-up of this information to the community to allow residents to familiarize themselves with the legislation being considered. Please see the attachment for further information.

SIDEWALK REPAIRS
At the last board meeting, the Board approved the proposal for phase 1 of the sidewalk repair project. I will be meeting with the contractor next week to go over the procedure for the repairs. The project should begin shortly after discussions with the vendor.

This is a reminder to please add your guests to your guest list. During the Thanksgiving holiday, it was determined that many guests were not added to the ABDI Gate List causing numerous delays and back up traffic. To better improve and help alleviate this problem over Christmas Eve and Christmas Day, management and the BOD ask that residents add their guests to their ABDI guest list prior to the guests arriving. If your guest is not on the guest list by the time they arrive at the gate, the guard will refuse entry, and the guest will need to contact the resident to arrange access. Further information is attached to this email. Frequent reminders will be sent each day next week leading up to the Christmas holiday.

ROOF VIOLATIONS AND EXTERIOR MAINTENANCE
If you have received a roof violation notice, please let the office know when completed so we can come out to do a final inspection and close out the violation. In the beginning of the year, we have a plan in place to come out and do a full inspection on all properties.

PRESERVE AREAS
It has been brought to our attention that there are resident's dumping yard waste into the preserve area. This is a reminder that dumping of waste into the preserve area behind or adjacent to the units is strictly prohibited and subject to a fine.
BULK WASTE
This is a reminder that bulk waste pickup is scheduled for the 4th Wednesday of each month. The next bulk waste pickup is scheduled for Wednesday, November 22. Please refrain from placing bulk waste items near the street before 3 PM the day prior to pickup. If you require pickup before or after the scheduled time, please reach out to FCC Environmental Services at 772-205-3356.

3. The tree trimming contract with PCF Enterprise was approved at the September 21 meeting. Tree trimming will begin starting in November.

5. The Video Retention Policy was approved. The policy has been uploaded to the resident portal for review.
6. The Channel 63 subscription has been canceled. October 31 is the last day the channel will be active.

LANDSCAPE REMINDERS
Please remember to keep your trees trimmed in your backyards and pick up any trash, bins, toys and hoses. Yellowstone has been unable to mow some of the lawns due to these items. As a reminder, trimming only happens from the AC forward. Yellowstone does not trim any shrubs located in the backyards. The landscapers will not be held liable for ripped screening unless the owner has made an effort to create a border around the screens. Mowing will continue every week for the month of September.
